BIT-STREAM ACCESS MODEL DESCRIPTION
1 Objective
The purpose of this document is to define the Bit-stream Access Model. The Bit-stream Access is provided to allow ISPs to connect to PALTEL's IP/MPLS and provide their subscribers with broadband services using PALTEL's ADSL access lines.
2 Introduction
Bit-stream Access, BSA, enables an ISP to offer its End Users Internet services using PALTEL's ADSL access and core infrastructure. BSA provides an ISP with access to PALTEL's IP/MPLS Core network to provide Internet services to the end users using PALTEL's ADSL access services.
BSA is an intermediate input service under which the ISP shall get Backhaul or Handover Links from PALTEL to combine with ADSL access services offered by PALTEL to end users as well as other wholesale services, such as Internet Capacity, offered by PALTEL or other licensed broadband providers to deliver Internet over ADSL services to End Users.
3 Scope
It is intended to make BSA model the sole model for providing Internet over ADSL lines and to fully replace the current Reselling model that is based on revenue-sharing. However, it is not expected that all current 50+ reselling ISPs will be able to turn into BSA real ISPs. Therefore, it is expected that we will have two types of ISPs under the BSA model:
• BSA ISPs that interconnect with PALTEL to backhaul traffic to/from ADSL access lines and get Internet connectivity to be provided to their end users
• Reselling ISPs that resell the services of BSA ISPs on a revenue-sharing basis between both of them.
For the BSA model, PALTEL will deal only with BSA ISPs and shall have no relation whatsoever with reselling ISPs. The relation between reselling and BSA ISPs shall be based on direct agreements between both of them as regulated by the MTIT.
4 Technical Description
4.1 Summary
BSA provides ISPs with an ADSL product from PALTEL. With BSA, PALTEL allows the ISP to sell internet and VAS over PALTEL's Access line.
PALTEL provides the DSL access link plus a backhaul service and hands over the bit-stream to the ISPs at an IP-POP. As the traffic is tunneled (L2TP) in a managed IP network the quality of service can be guaranteed. In this model, the internet traffic of the ISPs goes over PALTEL's BRAS. As in this option PALTEL runs the BRAS, and the ISPs have the possibility to monitor the end user
• Transmission capacity for broadband data in both directions enabling ISPs to offer their own, value-added services to end users.
• ISPs have the possibility to differentiate their services by altering technical characteristics and/or the use of their own network;
A typical DSL network architecture used an ATM PVC (for ATM DSLAM) or VLAN (for IP DSLAM) from the customer to the BRAS, at which point PPP sessions were either terminated or tunneled to the ISP using L2TP. The BRAS performs session management (AAA functions and IP services) and acts as an interface to the network service provider. In such architecture, the DSLAM serves as a simple Layer-2 multiplexer or concentrator.
4.2 Technical Details
PALTEL has state of the art IP/MPLS network in West Bank and Gaza. The MPLS network has four major POPs with GIG Ethernet (very high bandwidth) connectivity between the sites. MPLS provides flexibility, low- latency and guaranteed traffic paths. PALTEL has total control over the network as MPLS can provide traffic engineering that determines what goes in and out of the network. MPLS can guarantee quality of service of any traffic specially delay sensitive traffic like video and voice. MPLS provides network capacity to meet the demand for NGN integrated data, voice and video services (triple play) on a single broadband network.
PALTEL has currently two international gateways. There is one in Ramallah and one in Gaza. Ramallah gateway serves all west bank customers and Gaza gateway serves all Gaza customers. There is segregation of traffic between the West Bank and Gaza networks. Limited local traffic is being exchanged between the two networks. The segregation is due to the situation of Gaza. PALTEL cannot send the appropriate equipment (transmission, Routers and others) to Gaza. PALTEL has limited capacity on the link between Gaza and Ramallah. Due to all the above the traffic between the two gateways is limited.
Paltel can connect the Licensed ISPs in Ramallah and Gaza. The ISPs can connect their routers to Paltel's state of the art Packet Data Network (PDN). The ISP can connect their equipment in Ramallah to serve the west bank customers or connect their equipment in Gaza to serve Gaza customers. Any additional investment might need between 3 to 5 months.
The ISP traffic can be secured and isolated from the rest of the traffic using MPLS L2TP. So PALTEL can connect the different ISPs without mixing any of the traffic. IPv4 is only supported on Paltel's MPLS network. No support for IPv6. If any requirements arise, Paltel can look into any request and then define such product. The ISPs must have their own radius service to be able to provision and troubleshoot their customers. Having control over the services that are given to the customers is a key issue in order to give the right support.
Each ISP needs the following items:
• At least one router (depends on the number of subscriber)
• Radius service (AAA)
• Transmission connection to Paltel's network
• DNS Servers
• AS No. and IP Pools registered under his AS No.
4.3 Operation Point of View
Operating the new model will help in redefining the roles of each of the components of the service. The new business model will enhance customer experience. The ISPs can provision the customer and have some control over the traffic. The ISPs have more incentives to provide excellent support for their customers. They will be able to offer and promote some value added services.
This model promotes the self installation kit which accelerates the installation of the line. The self installation kit won't work unless the ISP can provide the appropriate technical support. Faults handling process will be according to the fault check procedure which is approved by the MTIT.
5 Service Elements
5.1 ADSL Access Lines
ADSL Access Lines are provided by PALTEL to the end users according to sharing ratio on the access line as follow:

5.1.2 Customer Premises Equipment (CPEs)
CPEs shall be provided to the end users by the BSA ISPs. The ISPs are expected to do all installation, management and troubleshooting works needed. However, there will be a list of certified CPEs that will be published by MTIT..
5.2 Backhaul or Handover Links
5.2.1 Description
Backhaul or Handover Links are FO-based Ethernet links connecting the ISP's network to PALTEL's IP/MPLS core network or any available media according to the interconnection guidline issued by MTIT. All ADSL lines of an ISP shall be terminated through the Backhaul or Handover link/s of that ISP.
5.2.2 Capacities
The capacity of a Backhaul or Handover link shall be defined by the ISP

An ISP can order one or more Backhaul or Handover Links.
5.2.3 Associated Charges
PALTEL shall charge the ISP for the installation and monthly fees of these links according to the RIO prices where each link will be considered access + core.
5.2.4 Interconnection Points
The interconnection points for these links at PALTEL's network are:
• Ramallah POP to backhaul all ADSL lines in the West Bank
• Gaza POP to backhaul all ADSL lines in Gaza Strip
5.3 Internet Connectivity
5.3.1 Description
As a part of the BSA model, an ISP needs to get Internet Connectivity to be provided to the end users. This Internet Connectivity can be obtained from PALTEL or any other licensed broadband provider in a legal manner. In case obtained from PALTEL, Internet Connectivity shall be provided over FO-based Ethernet links on a 1:1 basis.
5.3.2 Capacities
An ISP shall define the needed capacity and can order one or more links.
5.3.3 Associated Charges
PALTEL/Broadband companies will charge the ISP for the installation and monthly fees of Internet Connectivity links according to Wholesale Internet prices.
5.3.4 Interconnection Points
The interconnection points for Internet Connectivity links at PALTEL's network are:
• Ramallah POP for Internet capacity supplied to ADSL users in West Bank
• Gaza POP for internet capacity supplied to ADSL users in Gaza Strip.
6 Supporting Services
6.1 IP Addresses
• The IP Addresses should be owned and assigned to the customer by the ISP
• The ISP shall be able to keep and store the login files related to the customer transactions for a period of one year.
• It is the ISP's responsibility to order, manage, and maintain the IP addresses in its use
• An ISP can request IP range/s from PALTEL given that:
o The range will be advertised under PALTEL's AS No.
o The ISP will get the Internet capacity from PALTEL
• In all cases, any IP addresses assigned to ADSL users should be duly registered to be used in Palestine
6.2 Collocation
6.2.1 Description
As a part of the BSA model, an ISP will have the option to collocate its equipment in PALTEL's locations. All equipment collocated shall be rack-mounted ,the rack and all accessories needed inside it will be provided according to the collocation agreement. PALTEL shall provide AC or DC power to the rack, Backhaul or Handover Links, and Wholesale Internet Links as requested by the ISP.
6.2.2 Associated Charges
Charges will be according to RIO prices.
6.2.3 Sites and Availability
Collocation is available in the followings sites:
• Ramallah/AI-Bereh site, connected to Ramallah POP
• Gaza/Sheikh Radwan site, connected to Gaza POP
The space available in the two sites is limited and the Collocation service will be provided on a First-In- First-Served basis. Due to this limitation, Collocation availability is not guaranteed for all ISPs requesting it.
6.3 AAA
AAA is a core component that would allow the ISP to run its business effectively. Thus, it is a must for any BSA ISP to have his own real AAA server to do authentication, authorization and accounting functionalities.
6.4 Domain Name Service "DNS"
Each BSA ISP should have a DNS server so that the ISP's users can browse the Internet. However, PALTEL may allow BSA ISPs that get their Wholesale Internet connectivity solely from PALTEL to use its DNS servers to serve their ADSL users.
7 Implementation Process
7.1 ISP
7.1.1 Signing BSA Agreements
ISP should sign the backhaule agreement, wholesale internet agreement, and collocation agreement (if needed).
7.1.2 Backhaul or Handover Link
Each Backhaul or Handover link shall be ordered by a separate request form. The form should include the following details:
• BSA ISP name and license number
• Delivery address for the Backhaul or Handover Link
• Zone (West Bank, Gaza Strip) that will be served by this link
• Technical contact person in charge of the link installation
• Link Capacity (ISP may order to upgrade/downgrade or disconnect a link using separate forms)
• AAA details
• Other technical details needed for the backhauling of the traffic
7.1.3 Wholesale Internet
An ISP may request Wholesale internet from PALTEL or any licensed BB company using separate request forms. The form should include the following details
• BSA ISP name and license number
• Delivery address for the Wholesale Internet Link
• Technical contact person in charge of the link installation
• Link Capacity (ISP may order to upgrade/downgrade or disconnect a link using separate forms)
• IP Addresses that will be routed on this link
• Preferred routing protocol
• Autonomous System number (ASN) for Border Gateway Protocol (BGP) configuration if applicable.
7.1.4 IP Range
An ISP may request an IP range from PALTEL or any licensed BB company using separate request forms. The form should include the following details
• BSA ISP name, address and license number
• Administrative and technical contact details for the IP range
• Number of IP addresses needed immediately, within 1 years and within 2 years with justifications
• Zone (West Bank, Gaza Strip) that these IP addresses will be used in
7.1.5 Collocation
An ISP may request collocating its equipment at one of the licensed collocation sites ( as per the interconnection guidelines ) using separate request forms. The form should include the following details
• BSA ISP name, address and license number
• Names and contact details of ISP's team members that will be authorized to access the site
• Specifications and functions of the equipment that will be collocated
• Collocation site
• Rack size and power requirements
7.2 End User
7.2.1 ADSL Access Lines
The following services shall be requested by the end users either from PALTEL by visiting PALTEL's OSSs, or from BSA ISP companies
• New ADSL Access Line
• Upgrade/Downgrade and change type of an ADSL Access Line
• Change Address
• Freeze/Disconnect an ADSL Access Line
• Reconnect an ADSL Access Line
7.2.2 Internet and VAS
Internet and other ISP services shall be requested by the end users directly from the ISP.
8 Billing
8.1 ISP
PALTEL/BB companies shall bill the BSA ISP for the setup/installation and monthly fees of the different services provided under the BSA model where applicable:
• Backhaul or Handover Link/s
• Wholesale Internet
• IP Range
• Collocation
• Other IP-based wholesale services, such as Content Filtering
8.2 End User
8.2.1 ADSL Access Lines
PALTEL shall bill the end users for all charges related to the ADSL Access Lines via the fixed line bills.
8.2.2 ISP Services
ISP's shall bill the end users for the Internet and other ISP services weather on a post- paid or pre-paid basis.
